The 9th European Development Fund (9th EDF) is the European Union's main instrument for providing aid in African, Carribbean, and Pacifc (ACP) States and in the Overseas Countries and Territories (OCT). Its principal goal is poverty alleviation through sustainable development and the gradual integration of partner countries into the global economy.

The 9th EDF was established pursuant to the signing of the Cotonou Agreement on 23 June 2000. The implementation period of this cycle of the EDF lasts seven years, from 2000 to 2007. REP-5 implementation, however, is until 31 December 2009.

The European Union also supports the Pacific Islands Forum in its economic and social development programmes. The focal sectors for the 10th EDF are regional economic integration and the sustainable management of natural resources.
