A Programme Management Unit (PMU) for the REP-5 programme was established in January 2006. The PMU has its main office in Suva, Fiji with a sub-office in Pohnpei, FSM. The PMU is provided by a consortium led by IT Power and including Transénergie and ADEME.
The PMU is responsible for the management and implementation of the REP-5 programme and therefore undertakes a wide variety of activities, amongst which are:
- Carrying out feasibility studies for renewable energy projects and identifying suitable renewable energy and energy efficiency projects in each country;
- Preparing terms of reference and technical specifications for supply and service contracts;
- Preparing, launching and evaluating tenders for contracts;
- Assisting the countries in the management of supply and service contracts;
- Providing technical advice to the REP-5 countries for the development of renewable energy action plans, energy efficiency action plans, and energy policy documents;
- Inspecting and monitoring renewable energy installations implemented by the REP-5 programme;
- Provision of training and human capacity development to power utilities, government institutions and the private sector in renewable energy and energy efficiency;
- Carrying out awareness raising of renewable energy and energy efficiency and the REP-5 programme;
- Assisting the countries in managing their country budget for REP-5;
- Identifying projects for the next round of EDF funding for the REP-5 countries, with special attention paid to continuity between the EDF-9 and EDF-10 projects;
- Reporting to the Pacific Islands Forum Secretariat and the EC Delegation for the Pacific.
